Actual finance blog ? How much should the rich pay in taxes?

How much should the rich pay in taxes?

It?s a heated question these days. President Obama and his Republican challenger, Mitt Romney, spar over it bitterly. And the taxes Romney pays on his own vast wealth have become the subject of massive press attention.

Quiz: What the rich really pay in taxes

But the question is not so easily answered and depends on a number of hard-to-nail-down factors ? starting with how you define rich.

?Virtually no one thinks of themselves as wealthy,? said Joseph Henchman, a policy analyst at the Tax Foundation. ?They?re thinking about what others should pay in taxes.?

Most people would say millionaires and billionaires are rich. That?s easy.

Where to draw the line lower down the income scale is much harder.

A recent Pew survey asked people what it takes to be wealthy in their community. Of those surveyed, 39% answered between $100,000 and $250,000 for a family of 4. Another 30% said it takes $250,000 or more.

One frequently used definition of rich is the top 1% of federal tax filers ? those with adjusted gross incomes of at least $343,927 in 2009.

They earned nearly 17% of all AGI in the country and paid more than a third (37%) of all federal income taxes collected by the government. (Is that too much? Too little? Take the poll.)

Or to look at it another way: The group?s average effective tax rate ? AGI divided by income taxes paid ? was 24%, more than twice the national average.

A much wealthier subset of that group ? the top 0.1% ? had an AGI of at least $1.43 million. They paid 17% of income taxes collected.

But using AGI as a proxy for rich and measuring only what?s paid in federal income taxes has its limits.

For one thing, AGI doesn?t give the fullest picture of income. Some wealthy individuals pay little or nothing in federal income taxes because their income is from sources not included in AGI such as tax-free municipal bonds.

Federal income taxes, meanwhile, don?t reflect a household?s total federal tax burden. That leaves out things like payroll taxes, estate taxes and corporate taxes.

The Tax Policy Center incorporates these broader views of income and tax burdens in its calculations. And it found that in 2009, people making more than $1 million in total income paid roughly 16% of all federal taxes in 2009.

Ultimately, there is no right answer about how much the rich should pay. A majority of Americans simply say ?more.?

?All tax systems are based on a variety of arbitrary opinions and intuitions. We rely on the political system to ? [avoid] ?abuse? and [approximate] ?fairness,? ? historian Joe Thorndike has noted.

President Obama wants families with incomes over $250,000 to pay more. Mitt Romney wants the well-off to pay the same share in taxes as they do now, but it?s not clear how he defines rich in this regard.

And policymakers will have to decide not only on a definition of rich, but also consider broader questions about the federal budget and economy.

Questions such as: What do Americans want from their government and how much will it cost? What is the fair level of taxes on the rich relative to everyone else? And should the more than 40% of households with no federal income tax liability ? thanks largely to tax breaks ? be asked to pay something in income taxes as well?

In the end, any decision Washington makes about taxing the rich could affect the economy. How much it would is a question of great debate among economists.

?Will raising taxes on the rich hurt the economy? Because if it does it has implications for the rest of us,? said Roberton Williams, a senior fellow of the Tax Policy Center.

HTC Desire X announced: Android 4.0 on a 4-inch Super LCD screen

HTC is keeping a low profile at IFA 2012 this week but it does have at least one phone to reveal to the throng of tech journalists and writers making their way around Berlin, the Desire X (formerly Proto). It's a humbler new handset for the Taiwanese manufacturer and one whose outer hardware has already toured China. It's now been mildly adjusted (that is, improved) with one of Qualcomm's lower-end Snapdragon S4 processors, clocked at 1GHz, while it keeps that 4-inch touchscreen, 5-megapixel camera, Beats Audio integration and 4GB of storage we saw earlier. There's also an extra 25 gigs of free cloud storage courtesy of Dropbox, while the camera packs the same capabilities as One series devices including HDR capture, continuous shooting and the ability to capture video and stills at the same time. The device will launch across as-yet unconfirmed countries in Europe and Asia starting next month -- and we'll have a hands-on for you later today.

US performs worst on potentially preventable death rates compared to France, Germany, and UK

ScienceDaily (Aug. 29, 2012) ? The United States lags three other industrialized nations -- France, Germany, and the United Kingdom -- in its potentially preventable death rate, and in the pace of improvement in preventing deaths that could have been avoided with timely and effective health care, according to a Commonwealth Fund-supported study published as a web first online today in Health Affairs. Between 1999 and 2006/2007, the overall potentially preventable death rate among men ages 0 to 74 dropped by only 18.5 percent in the United States, while the rate declined by nearly 37 percent in the U.K. For women, the rate fell by 17.5 percent in the U.S. but by nearly 32 percent in the U.K.

In "In Amenable Mortality -- Deaths Avoidable Through Health Care -- Progress In the US Lags That of Three European Countries," Ellen Nolte, Director of Health and Healthcare at RAND Europe and Martin McKee, Professor of European Public Health at the London School of Hygiene & Tropical Medicine analyzed amenable mortality trends. Amenable mortality is a measure of deaths before age 75 that could potentially have been prevented by timely access to appropriate health care. The research also looked at death rates for those under 65, as well as deaths between ages 65 and 74 from conditions like treatable cancer, diabetes, infections, and heart disease.

While the pace of improvement was slower in the U.S. for both age groups, the lag was most pronounced among American men and women under age 65, who are more likely to be uninsured and have problems with access to care than those 65 and older, who are eligible for Medicare. By comparison, France, Germany, and the U.K. all provide affordable, universal coverage to their populations regardless of age. "These findings strengthen the case for reforms that will enable all Americans to receive timely and effective health care" said Nolte, lead author of the study.

By 2007, the potentially preventable death rate among U.S. men under age 65 was 69 per 100,000, considerably higher than in the U.K. (53), Germany, (50) and France (37). Death rates for men in this age group have declined more rapidly in all three countries since 1999 than in the United States.

Among women under age 65, the potentially preventable death rate dropped from 64 to 56 per 100,000 in the U.S., from 61 to 46 per 100,000 in the U.K., from 49 to 40 per 100,000 in Germany, and from 42 to 34 per 100,000 in France. For both women and men under age 65, U.S. potentially preventable death rates were higher than the other three countries.

In contrast to the under-65 population, U.S. potentially preventable death rates compared relatively well for men and women ages 65-74, the age when people in the U.S. become eligible for Medicare. However, the U.S. rate of decline in this age group was slower than that in the U.K. and Germany.

"Despite spending about twice as much per person each year on health care as France, Germany or the U.K. -- $8,400 in 2010 -- the U.S. is increasingly falling behind these countries in terms of progress in lowering the potentially preventable death rate," said Commonwealth Fund President Karen Davis. "The good news is that the Affordable Care Act is already beginning to close the gaps in access to care. When fully implemented, it will cover nearly all Americans, with the potential to put our country on track to improve to levels seen in the best-performing countries."

The worst of the unemployment woes may be over in Prescott, Ariz.

By Alexander E. M. Hess, Lisa Uible & Michael B. Sauter, 24/7 Wall St.

The economy has begun its slow recovery from the Great Recession, and with it, the labor market is showing signs of improving as well. The unemployment rate fell from 9.5 percent in June 2009 to 8.2 percent in June 2012. Like the country as a whole, most major metropolitan areas have begun to recover.

24/7 Wall St.: The smallest professions in America

Others, however, actually have taken a turn for the worse. Ten metro areas from all over the country had at least a 5 percent decrease in the number of employed people since the summer of 2009, when national unemployment was close to its worst point. 24/7 Wall St. looked at the 10 metropolitan areas with the largest decline in employment between June 2009, near the peak of the recession, and June 2012.

Of the 10 metro areas on our list, five are in California and the Southwest (Arizona, Utah or Nevada) -- parts of the country that were hit particularly hard by the subprime mortgage crisis. These states have had the highest unemployment rates in the country since the recession began, and they continue to founder today. In fact, for Nevada and California, things have gotten even worse relative to the rest of the country. Unemployment in Nevada has increased from 11.8 percent in June 2009 to 11.9 percent in June 2012, going from third worst in the country to the worst.

However, among the metropolitan areas with the biggest declines in the number of employed people, the unemployment rate has only increased substantially in a handful of these regions. In some cases, it actually declined. In St. George, Utah, for example, the unemployment rate has fallen from 9.9 percent in June 2009 to 7.6 percent in June 2012. The reason has to do with the number of people looking for work. In St. George, Prescott, Ariz., and Michigan City, Ind., the labor force -- comprised of the number of people employed and those looking for employment -- has fallen by more than 5 percent, as people have either given up their job search or have left the area.

The two metro regions with the largest decrease in employed residents -- Brunswick and Dalton -- are located in Georgia. While the two areas are nearly as far apart as areas can be and remain in the same state, both are a product of a worsening trend in the Peach State. In June 2009, unemployment in Georgia was 10.5 percent, the 14th highest rate in the country. As of June of this year, the rate has only slightly decreased to 9.6 percent, making it the eighth worst in the country.

In some of the regions on our list, many of the jobs were lost in the past 12 months alone. Dalton, Ga., lost roughly 4,400 jobs over the past three years, but more than 2,800 of those jobs were lost between June 2011 and June 2012. In other regions very few jobs were lost last year. Prescott, Ariz., lost 5,140 jobs in the past three years, but just 137 of those were lost in the past recorded 12 months.

24/7 Wall St.: The best job opportunities of the future

To find the 10 metropolitan areas with the highest percentage decrease in the number of employed people, 24/7 Wall St. reviewed data for 374 metropolitan areas from the Bureau of Labor Statistics. We considered the number and percentage change in the total employed and unemployed, and the labor force, which is the combination of those two groups. We also looked at the changes in the past 12 months, between June 2011 and June 2012, to determine if these changes were recent. The BLS also provided data about the types of jobs people are employed in as of June 2012. We often compared those figures to the state as a whole.

These are the 10 cities losing the most jobs.

1. Dalton, Ga.

  • ?Percent decrease of employed:?-8 percent
  • ?Decrease in people employed:?-4,446 (19th largest)
  • ?June 2009 unemployment rate:?12.7 percent (43rd highest)
  • ?June 2012 unemployment rate:?12.3 percent (19th highest)

Dalton?s unemployment rate is 2.7 percentage points higher than the unemployment rate of Georgia, and 4 percentage points higher than the national average. One of the many private employers laying people off in Dalton is?Shaw Industries. In October, 2011, the Dalton?Daily Citizen?announced that the carpeting manufacturer was planning to shut its Dalton plant down by the end of the year and cut 270 jobs.?Beaulieu Group, a floor manufacturer, also shut down two plants in the area that together accounted for 320 jobs. A depressed housing market can be blamed for these closures. Government funding also has been cut back in the region, meaning more layoffs and furloughs. The?Health Department?kept its offices closed two Fridays a month in the first half of the year due to declining state and local funding.

2. Brunswick, Ga.

  • ?Percent decrease of employed:?-6.1 percent
  • ?Decrease in people employed:?-2,991 (31st largest)
  • ?June 2009 unemployment rate:?9.4 percent (180th lowest)
  • ?June 2012 unemployment rate:?10.5 percent (44th lowest)

Between 2009 and 2012, 2,695 people in Brunswick stopped working or looking for work, thereby reducing the size of the labor force by 5 percent. Additionally, even as the labor force shrank, the number of people in the labor force who were unemployed rose from 5,039 in June 2009 to 5,335 in June 2012. This combination of a shrinking labor force and growing unemployment resulted in 2,991 jobs lost -- one of the larger decreases in the nation. However, the city?s employment loss trends began to reverse themselves in the most recent year, as Brunswick added 373 jobs and the number of unemployed workers fell by 234.

3. Champaign-Urbana, Ill.

  • ?Percent decrease of employed:?-5.8 percent
  • ?Decrease in people employed:?-6,241 (13th largest)
  • ?June 2009 unemployment rate:?8.7 percent (160th lowest)
  • ?June 2012 unemployment rate:?9.1 percent (114th highest)

One of two state college towns on the list, Champaign-Urbana lost 800 government jobs between June 2011 and June 2012. One of the private employers laying people off is Archer Daniels Midland Co. Due to lower corn and bean yields, the company does not have enough work to contract workers through?Zachry Construction.

24/7 Wall St.: American Cities Adding the Most Jobs

4. Prescott, Ariz.

  • ?Percent decrease of employed:?-5.8 percent
  • ?Decrease in people employed:?-5,140 (15th largest)
  • ?June 2009 unemployment rate:?10.4 percent (121st highest)
  • ?June 2012 unemployment rate:?8.7 percent (148th highest)

In the past three years, the number of people employed has dropped dramatically in Prescott from 89,328 workers in 2009 to just 84,188 by 2012. This was part of a larger decline in the size of Prescott?s labor force, which shrank by 7.5 percent between 2009 and 2012, the fourth-largest contraction in the nation over that time. However, the worst may be over as the number of workers in Prescott declined by just 137, or 0.2 percent, between June 2011 and June 2012. In June 2012, just three of 10 sectors had year-over-year declines in employment -- government, education and health -- and other services sectors each lost about 100 jobs.

5. Michigan City-LaPorte, Ind.

  • ?Percent decrease of employed:?-5.7 percent
  • ?Decrease in people employed:?-2,728 (35th largest)
  • ?June 2009 unemployment rate:?12.1 percent (54th highest)
  • ?June 2012 unemployment rate:?9.7 percent (74th highest)

In 2011, the?LaPorte hospital?laid off more than 100 workers because of a weak economy and the swelling number of uninsured patients. The increase in the number of uninsured people is not surprising given the number of job losses in the area over the past couple of years. This summer, Federal-Mogul Corp., an automobile parts maker, is closing down a factory and moving its production to Mexico in an effort to cut costs and save money, resulting in the loss of 100 jobs by the end of the year. This is not the only manufacturing company to close down or lay off workers in the area. Other companies include?Weil-McLain?and?Sullair.

Peterson defense rests after son testifies in support

By NBC News staff and wire reports

Updated at 7:30 p.m. ET: The defense at the trial of Drew Peterson, accused of killing his third wife, rested Wednesday after the former Illinois police officer stood in a Joliet, Ill., courtroom and told the judge he had chosen not to testify.

The statement came after Peterson?s older son, Thomas, 19, testified that he never believed his father killed his mother, Kathleen Savio.

See more on this story?on?NBCChicago.com

Drew Peterson has pleaded not guilty to first-degree murder of Savio, found dead in her bathtub in 2004. Savio?s death was initially ruled an accident but was re-examined and reclassified a homicide after Peterson?s fourth wife, Stacy Peterson, disappeared in 2007.

Thomas Peterson was 11 when Savio died. At the time, he and his brother were staying with Drew and Stacy Peterson at their home just blocks from Savio's house.

"I believe that my dad is innocent," he said.

"Are you here to support your father?" defense attorney Joel Brodsky asked.

"Yes, sir," he said.

Thomas Peterson told jurors he saw no change in his father's demeanor around the day his mother died, saying Drew Peterson was his usual jovial self.

"There was nothing out of the ordinary," Thomas Peterson said. "I would remember if there was."

He said that when his father broke the news about their mother's death to them, he seemed genuinely distraught.

"I have never seen someone so shaken," Thomas Peterson told jurors. "It was troubling to see."

The teen, a valedictorian of his Bolingbrook, Ill.,?high school class and a current student at the University of Pennsylvania, last year withdrew himself from the wrongful death suit filed on his behalf by his aunt and grandfather. His younger brother, Kristopher Peterson,?followed suit when he turned 18 years old earlier this month.

Related: Judge denies request for acquittal in Drew Peterson murder trial

Thomas Peterson's testimony came?after some key medical testimony from two pathologists who said Savio's injuries were consistent with an accidental death. Dr. Jeffrey Jentzen said he thinks Savio died by an accidental drowning after slipping and falling in her tub.

"As I mentioned before, this is a classic injury caused by a fall, especially in an area where there are numerous areas for the body to strike," said Jentzen, who up until 2008 was the chief medical examiner in Milwaukee.

Related: Drew Peterson trial stalls as judge challenges pathologist's testimony

His testimony was in contrast to that offered last week by Dr. Larry Blum, who performed the second autopsy on Savio's body. As a witness for the prosecution, Blum said someone falling in the tub would have spread their extremities in an attempt to break their fall. Additionally, he said the tub's edges were not pronounced enough to cause the two-inch, straight-line wound on her head.

Peterson's attorneys disputed Blum's testimony.

"It was an accident,"?said attorney Steve Greenberg. "It's always been an accident, it's still an accident, it'll be an accident when we do the closing arguments, it'll still be an accident when the jury comes back."

Related: Former colleague testifies Drew Peterson said life better if 3rd wife dead

Prosecutors said their list of rebuttal witnesses include Dr. Larry Blum and Dr. Michael Baden.

Closing arguments could follow Thursday, and the jury would be expected to start deliberating. With the Labor Day weekend ahead, it's not clear what the judge will decide in terms of timing and days off.

Secure Access to Your Application with SSL ? Jelastic ? Rock-Solid ...

As the Internet becomes a bigger and bigger part (if it isn?t already) of commerce and business, the desire to keep those very things safe and secure is growing. Online theft is growing just as fast, or faster, than the business that it takes advantage of. SMBs have to take this into account as they take their businesses online. Developers especially need to not only be informed but have plans in place to make sure that they, or their customers, become victims of online theft.

Do you need it?

Every e-commerce site needs to ensure that its transactions are secure. For that matter, any site that does any kind of online transactions need to make sure that they have a way to encrypt communications between their servers and their customers. Unfortunately, every piece of information, every byte of data that travels across the Internet, including emails and previously visited web sites, is a possible target for hijacking by online thieves. So?

What?s the answer?

Certificate Authorities and SSL Certificates

Every online user wants to ensure that their online transactions, purchases, messages and privacy are safe. The way that the developer and SMB can ensure this is by using a ?trust provider?, a certificate authority (CA). CAs are providers of Secure Socket Layer Certificates. An SSL provides a protocol that protects private information on the Internet. It keeps data encrypted as it is sent over the Internet so that only the intended recipient is able to access it.

SSL Certificates make sure that your data is kept safe in transit and that only those that you want to see it can. So, let?s see how this works.

Create an environment

1. Go to?jelastic.com?and sign up if you haven?t done so yet, or log in with your Jelastic credentials by clicking the?Sign In?link on the page.
2. While in?Jelastic?dashboard, click the?Create environment?button at the top left.

3. In the?Environment Topology?dialog, ?pick your application server (for example,?Tomcat 7),?switch on?Public IPv4?for your server and?type your environment?name, for example, myssl.

In a minute your environment with?Tomcat 7?will be successfully created.

4. Expand the list of environment and use?Additionally?button for your instance to see the number of your?Public IP.

Domain name and A Record settings

1. Using any domain registrar?buy your domain name (we use?mycustomdomain.com as an example).

2. Set A Record to point your domain to your Public IP address. You can find the detailed instruction on how to do this?here.

Getting SSL Certificate

1. If you already have an SSL provider that you prefer, you can go to them. We suggest that you use the provider that your Jelastic provider (ServInt, Rusonyx, Layershift, dogado or Tsukaeru) recommends. In this how-to, we will use Comodo as our SSL provider.

So that you don?t have to go through the whole process on the Comodo site, we have selected Comodo?s most popular certificates and put the links below that take you straight to their order form, along with a discount:

  • Positive SSL: fastest and most cost effective?good for low volume transactions
  • Positive SSL Wildcard: same as the Positive SSL, but also covers subdomains
  • COMODO SSL: their most popular SSL and suitable for high volume transactions and traffic
  • COMODO SSL Wildcard: same their COMODO SSL, but allows for more than just one domain
  • COMODO EV SSL: when you want to go above and beyond, the Green Bar Extended Validation Certificate is for you

After providing all the required information you?ll receive an email with CRT?files (digital certificate?files used with a web browser). If you decide to use another provider, simply go follow the same steps of buying a certificate and then once you get your CRT files, you can proceed to the following step.

2.??Install?OpenSSL tool?on your computer if you haven?t done so yet.

3.?Run OpenSSL using command line (C:\openssl.exe?on Windows,~/openssl.sh?on Linux):

?\bin>openssl.exe

4. Generate a?private key?on the Windows/Linux server that runs your webserver (this key is a 2048 bit RSA key):

OpenSSL>?genrsa -out mykey.key 2048

5.?Convert your main certificate file (in our case mycustomdomain_com.crt), that you have?received from your CA?and your private key (mykey.key)?to p12 container.

OpenSSL>?pkcs12 -export -in mycustomdomain_com.crt -inkey mykey.key -out certificate.p12 -name tomcat -CAfile EssentialSSLCA_2.crt -caname root

Notice: COMODO provides?CAfile?EssentialSSLCA_2.crt as an?intermediate certificate.

9. Import certificate to the keystore. We use Java keytool for these purposes. It?s?a key and certificate management utility. It allows users to manage their own public/private key pairs and certificates.

>keytool -importkeystore -srckeystore certificate.p12 -destkeystore my.keystore -srcstoretype pkcs12

Enter the passwords to the destination and source?keystores:

Enter destination keystore password:
Re-enter new password:
Enter source keystore password:

If all is ok you?ll see the following message:

Entry for alias tomcat successfully imported.
Import command completed: 1 entries successfully imported, 0 entries failed or cancelled

Your keystore will be located in the bin folder (JAVA_HOME/bin/my.keystore).?To look through the contents of your keystore you can use the following command:

>keytool -list -keystore my.keystore -storetype pkcs12 -storepass password

Tomcat Configuration

1. Go back to the Jelastic dashboard and click the config button for Tomcat.

2. Upload your keystore file to the home folder of ?Tomcat.

3. Configure the Connector?in the server.xml file (server folder).

For example:

4. Comment the listener in server.xml file, which is responsible for using native Tomcat SSL engine:

<!-- <Listener className="org.apache.catalina.core.AprLifecycleListener" SSLEngine="on" /> -->

5. Save the changes and restart Tomcat.

Now you can request to your Tomcat via secure protocol.

Google wants to expand its mobile payments app, Google Wallet, to include more than just credit card transactions.?

In a YouTube Q&A session, Google Wallet's product manager Robin Dua said the app will eventually evolve to let you store your gift cards, boarding passes, concert tickets, etc.?

MobileBurn first picked up Dua's interview.

The concept is nearly identical to Apple's upcoming Passbook app, which was announced in June.

Passbook will ship with iOS 6, the next operating system for iPhones and iPads, this fall. While Passbook won't let you make credit card payments with your iPhone, many speculate the app is Apple's first step into mobile payments.

'Show me the earnings' key theme for mkt - Deutsche

Reuters Market Eye - Earnings and quality balance sheets will become increasingly key factors for Indian stock markets, Deutsche Bank says in a report titled "Show me the earnings."

"We expect companies and sectors - particularly with a shrinking investible universe - seen displaying sustainable earnings momentum will see valuations continue to expand, in many cases, beyond recent historical highs," Deutsche writes in the note dated on Friday.

Deutsche argues India has seen the "shallowest" downward revision to consensus earnings among BRIC countries.

Within individual sectors, private banks and consumer goods have seen consistently positive earnings revisions, while public sector banks, telecoms, metals and oil & gas have seen downward revisions.

Deutsche recommends investors to stay "overweight" in private sector banks and non-banking financial companies, and select consumer discretionary and staple stocks, as well as select IT stocks.

Its top picks are Axis Bank , Tata Consultancy Services , Larsen & Toubro , Cummins , Mahindra & Mahindra , Bajaj Auto , and ITC.

Do All Women Need Protection From Sexually Transmitted Diseases ...

Do all women need protection from sexually transmitted diseases can be a very sensitive subject when discussing women?s health care. There is a fine line between what women need and what their morals affect and it should be a personal decision for every woman. A decision about health protection should not be taken lightly either.

Vaccinations protecting a woman from cervical cancer for instance may be very important for women of any age who are sexually active with different partners. However, a woman who is faithful and is married to the same partner, assuming that partner is also faithful may not? be in need of the vaccine that protects against cervical cancer. This is just one example of what a vaccine does to protect a woman and how her personal choices and life style influence what protection she might need.

Birth control methods should not be considered necessarily a protection against a sexually transmitted disease. The birth control pill for instance does not protect a woman against HIV/Aids, chlamydia, or any venereal disease. It protects against pregnancy only.

A woman has many choices about her health and her sexual health should always be at the top of the list when thinking about protection and prevention. Routine pelvic exams and breast exams by a reliable health care provider are an essential part of women?s health. Make it your goal to make your appointment soon if you have not had a check up within the last year. It could mean your health. You can discuss your lifestyle and your concerns about prevention at your appointment so that you are doing all you can to protect your female health.

Rain from Isaac to help wheat, but not corn, soy

CHICAGO (Reuters) - The drought-parched Midwest farm belt could get up to 5 inches of rain from Tropical Storm Isaac but it would be a mixed blessing to farmers, as the moisture will be too late for corn and soybeans but just in time for wheat planting next month.

Farmers are harvesting their corn, which has been devastated by the worst drought in half a century, as a result rain would be of no help at this time of the season.

Rain could be of marginal help to soybeans that were planted late in the season, but not to the bulk of the crop that is fast approaching harvest due to early planting this year.

For farmers gearing up to plant the winter wheat crop, rain could boost soil moisture and get the crop in the world's top wheat exporter off to a good start.

Midday weather updates on Monday indicate Tropical Storm Isaac could bring beneficial rain, five inches or more in some areas, to a broad swath of the drought-hit central and southern Midwest crop region.

"I'm comfortable with 1-1/2 inches to 4-1/2 inches of rain at this point from Missouri to Ohio with localized heavier amounts from Friday through Sunday," said Drew Lerner, meteorologist for World Weather Inc.

Lerner said some weather models indicated up to 8 inches of rain but "I think that's too aggressive."

Weather maps may disagree but meteorologists agreed that major drought-busting rains were on the way to a large area of the U.S. crop belt, giving some relief to late season crops following the worst drought in more than 50 years.

Isaac was churning across the Gulf of Mexico on Monday and was poised to make landfall early Wednesday on either the Mississippi or Louisiana Gulf Coast as a Category 1 hurricane with 90-mile-per-hour (144-kilometer-per-hour) winds.

A side benefit to the storm will be welcome rainfall to parched U.S. cropland and grazing lands.

"You feel sorry for the people that are going to get hit along the Coast but it's going to be a blessing for some of us," said Kansas farmer Tyler Alpers.

Alpers told Reuters he was looking forward to more rain later in the week from Isaac. This past weekend two to four inches of rain fell on his farm in Stafford County, Kansas, about 20 miles south of Great Bend.

"There is definitely a little more bounce in everyone's step, a more positive attitude. It's depressing with day after day of 100 degree heat and no rain," Alpers said.

Alpers produces wheat, soybeans, corn and alfalfa hay and depends on pasture for his cow-calf operation.

"It's too late for fall crops and pasture but it will really help with fall planting of wheat in about a month," he said.

Kansas is the top wheat state.

Some late season soybeans may also benefit from the rainfall that Isaac is expected to generate.

"It will help soybean seed size. If the soybean plant is still green there will be some benefit," said Dale Durcholz, a crop and marketing expert for AgriVisor, a division of the Illinois Farm Bureau Association.

"It definitely will help fall wheat planting and it will give a boost to late season hay crops."

The annual Pro Farmer tour of Midwest crops found signs of severe crop losses in the top-producing Midwest states. On Friday it forecasted smaller U.S. corn and soybean harvests than what the government is predicting, with production the lowest in nearly a decade.

Additionally, a Reuters poll of 11 analysts estimated the 2012 U.S. corn yield at 121.5 bushels per acre, the lowest in 16 years, and production at 10.5 billion bushels, an eight-year low.

2 Pussy Riot members flee Russia to escape arrest

MOSCOW (AP) ? The Russian punk band Pussy Riot says two activists who were being sought by police have left the country.

Five members of the feminist group took part in a provocative performance inside Moscow's main cathedral in February to protest Vladimir Putin's rule and his cozy relationship with the Russian Orthodox Church.

The women wore their trademark balaclavas and only three were identified and arrested. After a controversial trial, they were sentenced Aug. 17 to two years in prison.

Days later, Moscow police said they were searching for the others, in what was seen as a warning to the group to stop its anti-Putin protests.

Pussy Riot tweeted on Sunday that the two activists had fled Russia and are "recruiting foreign feminists to prepare new protest actions."

Egypt has no plans to restore Iran ties

Egyptian President Mohamed Morsi has no immediate plans to restore ties with Iran, his spokesman said in comments published Saturday ahead of a landmark visit to Tehran later this month for a Non-Aligned Movement summit.

"The matter (of restoring diplomatic ties) is out of the question at this stage," Yasser Ali told the Saudi-owned newspaper Al-Sharq Al-Awsat in an interview also carried by Egyptian media.

Morsi will spend only four hours in Tehran on August 30, long enough to hand over the presidency of the Non-Aligned Movement to the Islamic republic, Egypt's state-owned Al-Ahram newspaper reported.

The Egyptian president will stop in Tehran on his way back from a 36-hour visit to China, the country he chose for his first major international outing, Al-Ahram added.

Tehran severed diplomatic ties with Cairo in 1980 after the Islamic revolution in Iran, to protest Egypt's 1979 peace treaty with Israel and its hosting of the deposed shah.

Ousted Egyptian president Hosni Mubarak regarded Iran as a destabilising factor in the Middle East.

On August 17, Tehran backed Morsi's proposal at an Organisation of Islamic Cooperation summit in Mecca to form a committee grouping Egypt, Iran, Saudi Arabia and Turkey to find a settlement to the conflict in Syria.

Israeli protesters warn against war with Iran

Yara Borgal / NBC News

Around 100 people demonstrated against a war with Iran in Tel Aviv on Thursday.

By Yara Borgal, NBC News

TEL AVIV, Israel -- A persistent group of anti-war protesters gathered in front Israel's Ministry of Defense in Central Tel Aviv on Thursday, chanting "We don't want another war!" and?warning the government against striking Iran's nuclear facilities.

Around 100 demonstrators carried signs declaring "No War" and "Don't bomb, talk!" Some lay on the ground and wrapped themselves in white sheets to simulate war casualties.

The demonstration, along with parallel actions in Haifa and Jerusalem, marked?the latest in a string of growing anti-war protests that has revealed?a deep unease many in Israel feel about a strike on Iran, despite Tehran's pursuit of nuclear technology.?

According to reports, Iran has installed many more uranium enrichment machines in an underground bunker, potentially paving the way for a significant expansion of work the West fears is ultimately aimed at making nuclear bombs.

NYT: UN chief heading to Iran despite US objections

While Tehran insists its nuclear program has peaceful aims, Israel sees the the work as a serious threat to its very existence and has said it would take unilateral military action against Iran if the international community failed to stop any development of nuclear weapons. It is also widely assumed that Israel has nuclear weapons although it has never openly admitted to it.

New Iranian missiles have been put on display in Tehran - an exhibition that appears to be a warning to Israel. President Ahmadinejad says the short range missiles are meant for defense, not attack. But in Israel people are watching warily. NBC's John Ray reports.

According to insiders, the United States and other Western countries have told Israel that there is still time for diplomacy, and have urged the government of Prime Minister Benjamin Netanyahu to give sanctions and diplomatic pressure time to work.

Most oppose airstrikes
The protesters on Thursday said they were not blind to the threat Iran posed, but said violence was not the way to diffuse tensions.

"A military attack will not annihilate the Iranian nuclear problem. It will only delay it,"?Sharon Dolev, the director of the Israeli Disarmament Movement and one of the protest organizers, told NBC News.

Another protester, Naor Kapulnik, said he believes the nuclear problem in the Middle East originated in Israel.

"This is a war Israel has been planning for years to maintain their monopoly on nuclear weapons in the Middle East," he said. "They say that this is the way to protect and bring security to the Israeli Jewish citizens but I think that this is the exact opposite since Israel were the first to get nuclear weapons in the Middle East."

Kapulnik, Dolev and other protesters are not alone: According to the latest poll released by the independent think tank, Israel Democracy Institute, over 60 percent of Jewish Israelis oppose a strike on Iran.

Ex-Israeli intel chief speaks out on Iran strikes

The demonstrators also said they did not believe defense ministry estimates of the number of civilians who would be killed if war does break out. Officials have said that in the case of a war with?Iran and Lebanese Shiite militia Hezbollah, some 200 Israeli civilians would die. If?Syria joined forces with its regional allies, fatalities could rise to 300, according to the defense?ministry.?

"This is a very ridiculous thing to say. This is just one example of how they view the price of the war," Kapulnik, the demonstrator, said. ?

"Who will suffer the price? It's not going to (Defense Minister Ehud Barak); it will be the ordinary people walking on the streets. One civilian dead is one too many," he added.

'Determined to attack Iran'
Nevertheless, some members of the political establishment appear intent on a violent confrontation with Iran.?

Netanyahu "is determined to attack Iran before the U.S. presidential elections in November," Alon?Ben David, the military correspondent for Israel's Channel 10 News, told NBC News. ?

Not only that,?President Obama would have no choice but to back the Israeli strike, he said.

According to an Israeli TV news channel, Prime Minister Benjamin Netanyahu aims to strike Iran's nuclear facilities in the fall before the U.S. election, which would send oil soaring. Walter Zimmermann, United-ICAP, and John Kilduff, Again Capital, weigh in.

Dov Khenin, a member of Israel's Knesset for the Hadash party and a fixture of social justice and anti-war rallies in Tel Aviv, participated in the demonstration.

Israeli rhetoric on Iran strike heats up?

"I am here to protest against all the threats and ideas that a preemptive strike on Iran can be seen as some sort of solution to the problems we have here in the Middle East," he said. "Such a strike will cause a devastating regional war that can create havoc both here in Israel and the region around us."

Other prominent figures inside the Israeli establishment have expressed their opposition to an Israeli strike on Iran's nuclear facilities, including President Shimon Peres, former Director of Mossad Meir Dagan and opposition leader Shaul Mofaz.

But despite the voices calling for caution on many levels of Israeli society, it is the government that will vote on the strike -- and according to journalist Ben David, Natanyahu it has an "almost guaranteed" majority there.

Yara Borgal / NBC News

Some of the protesters in Tel Aviv lay on the ground and wrapped themselves in white sheets to simulate war casualties.

Netanyahu's government recently persuaded Foreign Minister Avigdor Lieberman, who previously objected to attacking Iran, to support such a move. Netanyahu also reportedly dispatched a senior official to update Rabbi Ovadia Yosef, the elderly spiritual leader of the Shas ulta-orthodox coalition party, on the Iranian nuclear program in an attempt to win over Shas ministers' support for an attack.

On Friday Israel's Haaretz newspaper reported that Israel's security cabinet -- the body within the government responsible for?diplomatic negotiations and decisions in times of crisis -- is currently split evenly six to six on whether to bomb Iran. According to the paper, Netanyahu would almost certainly be able to garner a majority in support of such a move.?

Despite these behind-the-scenes moves, Dolev and other protesters insisted on having their voices heard.?

"There are other options that (the government) should put on the table if they are sincere. The option is talks," she said.?

Romney turns to Ohio amidst distractions

POWELL, Ohio (AP) ? Republican presidential contender Mitt Romney declared Saturday that "women need our help" as he promised to help promote women-led businesses should he defeat President Barack Obama in November's election.

The appeal came as the former Massachusetts governor tried to shrug off a series of unwanted distractions before the Republican convention opens Monday in Florida.

"Just a word to the women entrepreneurs out there, if we become president and vice president, we want to speak to you, we want to help you," Romney said with running mate Paul Ryan at his side during an outdoor rally that drew an estimated 5,000 people to the Columbus area. "Women in this country are more likely to start businesses than men. Women need our help."

The promise comes as Republicans face difficult questions about the party's position on abortion after a Missouri Senate candidate's recent suggestion that women's bodies can prevent pregnancy in cases of "legitimate rape."

It also comes less than 24 hours after Romney raising the discredited rumor that Obama wasn't born in the United States. The comment, and Romney's efforts to explain it, overshadowed his economic message as he campaigned near his Michigan birthplace on Friday.

Romney did not repeat the remark on Saturday, but instead assailed the Democratic incumbent for failing to deliver on his campaign promises.

"I can almost read his speech now. It'll be filled with promises and tell people how wonderful things are," Romney said of the speech Obama will give at the Democratic National Convention in North Carolina next month. "It is not his words people have to listen to. It's his action and his record. And if they look at that, they'll take him out of the office and put people into the office who'll actually get America going again."

At the same time, Obama used his weekend radio and Internet address and a new TV ad to highlight Romney's plans for the Medicare health program for seniors.

Obama doesn't mention his Republican challenger in the radio address but says the Medicare program is about keeping promises to millions of seniors who have put in a lifetime of hard work.

His new 30-second TV ad says Romney "would break that promise" and replace the current Medicare system with a voucher program that wouldn't keep up with costs.

"Insurance companies could just keep raising rates," the new ad says.

Romney's Ohio rally is expected to be his final public appearance before the Republican National Convention opens Monday in Tampa, Fla., where the former Massachusetts governor will formally accept the presidential nomination.

While GOP officials suggest the momentum is on their side heading into the crucial period, Romney and his party have faced tough questions in recent weeks on Medicare and abortion.

Now his joking reference to the president's birth certificate links him to the so-called birther movement and a wing of his party ? a combined 25 percent in an April Pew Research Center poll ? that says it either isn't sure or doesn't believe Obama was born in the U.S.

Romney caused another stir earlier in the week by declaring that big business was "doing fine" in the current economy in part because companies get advantages from offshore tax havens.

Still, polls suggest the presidential contest is essentially a tossup as Obama struggles under the weight of a weak economy.

The president's re-election campaign has pushed voter attention away from the economy in recent weeks, particularly after Romney introduced Ryan as his running mate. Ryan is the author of a controversial budget plan that would transform Medicare into a voucher-like system for future retirees.

Outside the Ohio rally, protesters heckled the presumptive GOP ticket about its plans for seniors' health care.

Speaking before Romney, Ryan said one in six Americans lives in poverty. He said the country is done being fooled by Obama's promises to change Washington.

Democrats also have seized on Missouri Senate candidate Rep. Todd Akin's comment about "legitimate rape."

The congressman announced Friday that he would not leave the Senate contest despite overwhelming pressure from Romney and top Republican officials.

Romney made the birth certificate remark at a large outdoor rally in Michigan, where he grew up and where his father, George, served as governor. He told supporters that he and his wife, Ann, had been born at nearby hospitals.

"No one's ever asked to see my birth certificate. They know that this is the place that we were born and raised," Romney said.

The crowd of more than 7,000 responded with hearty laughter.

Obama campaign spokesman Ben LaBolt swiftly denounced the remark, saying Romney "embraced the most strident voices in his party instead of standing up to them."

Romney later denied that the remark was directed at the president.

"No, no, not a swipe," Romney told CBS News. "I've said throughout the campaign and before, there's no question about where he was born. He was born in the U.S. This was fun about us and coming home. And humor, you know ? we've got to have a little humor in a campaign."

The authenticity of Obama's birth certificate has been questioned by Republican critics who insist he is not a "natural-born citizen" as required by the Constitution. Obama released a long-form version of his birth certificate last year as proof that he was born in Hawaii in 1961.

But conservative questions have lingered. And Romney has declined to condemn such questions, particularly from prominent donor Donald Trump.

The Obama campaign released a web video Friday night featuring Romney's remark and declaring that "America doesn't need a birther-in-chief." Democrats intend to keep the pressure on as the Republican convention gets under way.

Obama was spending the weekend at the Camp David presidential retreat in Maryland, as Republicans began arriving in Tampa for their convention. But Democrats were planning to counter Romney's message throughout the week.

Reaching out to young voters, a key component of his 2008 election, Obama scheduled stops Tuesday and Wednesday in the college towns of Ames, Iowa; Fort Collins, Colo.; and Charlottesville, Va.

Vice President Joe Biden canceled plans to appear in Tampa on Monday because of Tropical Storm Isaac, but was scheduled to be in Orlando and St. Augustine, Fla., on Tuesday.

After Ryan gives his convention address on Wednesday night, first lady Michelle Obama is set to appear on CBS' "Late Show With David Letterman."

The high-profile events are paired with a number of smaller gatherings around the country by Democrats aiming to attract female voters and a bus tour with party activists in Ohio, Pennsylvania and Wisconsin.

Obama campaign deputy campaign manager Stephanie Cutter said the president's team was "not going to cede four days of this campaign just because of a party convention."
