There have been a bunch of discussions and several web sites (LinkedIn, etc) about the importance of guanxi in China. ?All of a sudden there appears to be a big divide in the knowledgeable mass of people out there (yes, really, there are a lot of people now with real and valid experience from doing business in China) ? is GuanXi an relic or a valid aspect of living, working, doing business, in China.

So of course, after entering my opinion on several of the site, I had to post something here for the audience of this site.

Guanxi is well and still very important in China. Yes, all of us (in business) talk about the various aspects of our products and operations, we judge business cases by their merits but at the same time for those operating in China, guanxi remains a critical factor to consider, develop and leverage (using leverage in a positive context). In a way Guanxi is developing to become a factor similar to / like trust and credibility in the West?i.e. it is evolving and thus still very relevant.

You can develop a supplier ? customer relationship with business partners in China, but the ones you develop on a personal and deep level are the ones that will help you for a long time and also help you across industry and across projects. ? So, yes, you need to focus on building those relationships and a business network. ?In a way GuanXi is similar (NOT THE SAME) to Networking in the US. ?Except it is on a much more personal level. ? Therefore in order to get to the meaningful stage you really need to delve into Chinese culture, you need to learn about the country, its language, customs, and then you can think about how to elevate that in your personal relationships in your business dealings.

Sensational newspaper headlines about domestic violence in Alberta?have run globally in the past two weeks.??40 Per Cent of Men in Alberta Poll Say Women ?Put Themselves at Risk For Rape?.?? ?Survey finds nearly 10% of Alberta men OK with assault?.?

The telephone survey, conducted by Leger Marketing on behalf of the Alberta Council of Women?s Shelters (ACWS), polled 1,000 adult men in Alberta. They were asked for their views on violence against women, gender equity, perceptions of domestic violence, and the role men can play in reducing and preventing it.

Beyond the headlines mentioned above, some of the more disconcerting results found that over half of those polled agreed that ?a woman can leave a violent relationship if she really wants to? and that a quarter of them feel that domestic violence should not be considered a criminal offense, in certain instances.

?Answers make it clear that more education is needed but?also show a lot of progress. Of those 1,000 men:99% agree that men can make a difference in promoting respectful, non-violent relationships;

• 96% don?t believe it?s acceptable to hurt a woman who withholds sex;
• 95% feel concerned by violence against women and girls;
• 91% say they would intervene if they knew someone was in a violent relationship;
• and 56% say they are more aware of domestic violence issues than five years ago.

Asked?about prevention, most men agreed that speaking out against violence begins in the home.?Most understand their possible role?as change agents,?like educating? their sons and daughters about respectful and healthy relationships. They also see schools, celebrities, athletes and community leaders?as playing?a role in?the messaging.?

The results were released last week in Calgary at ACWS? annual ?Breakfast with the Guys? fundraiser, designed to encourage men and boys to take a stand against domestic violence. The breakfast featured a panel of experts from government, law enforcement, business, sport and social advocacy. The panel agreed that awareness and education are critical. TOKYO (AP) ? Facebook CEO Mark Zuckerberg says Japan's massive tsunami inspired him to seek more ways for his social network to help people hit by natural disasters.

Zuckerberg, who is visiting Japan, told Prime Minister Yoshihiko Noda that he believes Facebook can be used to help people in disasters keep in touch and provide them with crucial information.

He did not go into details during the brief meeting Thursday. Noda expressed his appreciation and said he felt odd meeting the young entrepreneur after seeing the hit movie "The Social Network," which was based on Zuckerberg's life and the legal problems he had with others during Facebook's early days.

Laughing, Zuckerberg said the Hollywood portrayal of him wasn't completely on target.

"Very different," he said.

Health Insurance Exchanges: What to Do During the Waiting Game ...

Being in limbo is never a good feeling ? it?s in our nature to make decisions, feel comfortable, and find solid ground. So many state leaders may be feeling uncertainty and hesitancy now, as they weigh the pressure to move forward with building a health insurance exchange with the knowledge that the Supreme Court will soon weigh in on the future of the regulations. As my peers have pointed out recently, states are taking different approaches to handling being in limbo. Some are moving forward with confidence, some are testing the waters, and others are doing nothing ? determined to wait and see.

One thing is certain, however ? there is an opportunity for states to examine how to best use technology and solutions to serve people, regardless of how the regulations play out. As the researchers at Urban Institute point out in this New York Times article by Robert Pear, the states currently making the least progress toward an exchange are actually the ones that could benefit the most from an Exchange, because they have large numbers of uninsured residents.

States can move forward now with the following considerations, which will be helpful in either the event that the health insurance exchange mandate is upheld and they are asked to move forward, or in the event that they have more flexibility, but still need to use technology to best serve their citizens.

? Proceed with the Center for Consumer Information and Insurance Oversight (CCIIO) funded planning

? Begin with the learning that would be useable whether or not the mandate is upheld, including:

• Efficiencies that will impact the Small Business Health Options (SHOP) program ? the small business group component of Exchange
• Public sector eligibility system and process improvements
• Develop an awareness and education approach to outreach to those who will be eligible to buy insurance through the Exchange

So while states might be tempted to be in limbo for at least the near future waiting for the final word on health insurance exchanges, they don?t need to sit idly by. There are actions policy makers can take now to prepare that will put them in a great position if they need to move forward with an exchange as it is currently required, but will also be of benefit and not go to waste if the Supreme Court reverses this part of reform.

Friends in Gulf fishing tragedy; only 1 survives

HOUSTON (AP) ? For hours after their boat sank, Ken Henderson and Ed Coen treaded water in the Gulf of Mexico, talking about life and death while struggling to survive. For more than 30 hours, it worked.

Then Henderson was forced to make a decision that would save his life, but not his best friend's.

"This is the last-ditch effort, but I'm going to go for help or you're not going to make it," Henderson told Coen, just before cutting the strap that connected them in the deep, cold waters off the Texas coast.

"I understand," Coen responded, giving Henderson a last set of instructions. "Kiss them babies for me."

It was Friday around 4 p.m. when they parted.

On Tuesday, days after the fishing trip ended in tragedy, Henderson recounted the harrowing tale for The Associated Press, alternating between sorrow, guilt and laughter as he recalled the last 30 hours of a man who had been his best friend for 25 years.

The saga began Thursday around noon. They had been fishing for a few hours when Coen noticed the 30-foot Scarab was filling with water. Henderson started four bilge pumps. Water sprayed everywhere.

Coen quickly unhooked the boat from one of the many oil and gas rigs in area where they had been fishing. Henderson revved an engine, but the saltwater that had leaked in kill them quickly.

"Mayday, mayday, mayday Marine 16," Henderson called over his Marine radio. He got no response.

He dialed 9-1-1 on his cellphone. There was no signal.

Suddenly, the bow went up. Henderson flew back. Coen jumped to the right, his sunglasses and cap flying off. Already wearing life jackets, the two ex-Marines grabbed extra life jackets and other floating items.

"The water was so cold it took your breath away," Henderson said.

Coen, a slim man, immediately began to shiver.

After failing to swim to a gas well nearby, the pair prepared for a long wait.

And they talked.

"We talked about stuff that I'll never talk about. We discussed things and discussed life. We discussed families. We just tried to keep ourselves occupied," Henderson said.

As night fell, they took turns laying on each other's chests, conserving body heat. They tied their life jackets together to ensure they wouldn't drift apart in the dark.

They dozed. Coen started hallucinating. Henderson tried to keep Coen's arms and legs moving. He called him a sissy to get him angry. But as morning came, Coen's situation worsened. It took time to wake up. He tried to light a cigarette that wasn't in his mouth.

"I came to the realization that one of us may not make it or that both of us may not make it," Henderson said. "I just felt helpless sitting there with him."

About 3 p.m., the pair drifted toward a manned rig. Henderson realized his friend wasn't keeping his head above water.

Henderson told Coen to kick to the rig. He pulled him as he swam, but Coen was sideways. Henderson told him to kick. Coen thought he was.

And so Henderson decided to cut the strap.

He swam for two hours, but lost his sense of direction. He was tired. Frustrated. Depressed. He rolled on his back and floated. It was after 7 p.m. when he woke up.

He saw another rig in the distance, and prayed for strength.

He swam, seeing ice and crystal trees in the water. He reminded himself constantly there were no trees. He made it past a blinking light, a milestone that pushed him on toward the rig.

It was 2 a.m.

On legs so weak he could barely lift them, Henderson slowly pulled himself up the rig's barnacle-covered ladder.

"I'm here. I'm on a derrick," Henderson said out loud.

He found a galley with food, water and a phone. He called his wife, and told her to call the Coast Guard. He said he was on rig 633A.

"It was over 50 miles from where we went in the water," Henderson said.

All he could think of, though, was Coen. Convinced his friend would survive, he told the Coast Guard where they had parted.

Two hours later, Henderson was ashore in the Coast Guard dispatch room when haunting words came across the radio. A fisherman had found a body in a life jacket.

Later, in the hospital, Henderson saw his friend. He apologized and asked for forgiveness. He promised to fulfill his wishes, make him proud and look after his girls.

"I felt like a part of me had died out there," Henderson said.

Syria rebel hubs hit as envoy arrives in Russia

Syria's army resumed heavy shelling of the rebel hubs of Homs and Hama on Saturday, monitors reported, as international envoy Kofi Annan arrived in Russia in a new push for peace.

Senate Finance Committee Chairman Walter A. Stosch (center) conferred today with former chairman Sen. Charles J. Colgan and Sen. Janet Howell.

The Senate Finance Committee today unanimously approved an amended version of Gov. Bob McDonnells' two-year, $85 billion budget.

This Senate budget does not call for increased spending beyond the version that the chamber rejected Feb. 23, during the legislative session. Instead, it reallocates and targets dollars to reflect spending priorities advanced by Democrats after the previous budget deadlocks.

Sen. Walter A. Stosch, R-Henrico, says he expects a vote on the plan to come as early as Monday afternoon, when the full Senate is expected to convene.

The amended Senate budget introduced in committee did not include a provision to finance the cost of ultrasounds which will be required of women seeking abortions under legislation that McDonnell recently signed.

However, Senate Democrats said they will offer a floor amendment on Monday, calling for roughly $3 million in funding over the two-year budget for July 1, 2012 to June 30, 2014, to cover the cost of the imaging procedure by the state or insurance companies.

The amendments, said Democrats, would provide the coverage for women undergoing the procedure at clinics and doctors offices that perform five or fewer abortions a month -- a compromise to Republicans who object to any potential funding subsidizing the cost of the procedure at the state's Planned Parenthood clinics.

The only points of contention during the committee hearing came over a $3 million allocation set aside for Hampton University to advance research into proton therapy and a plan to mitigate tolls in Hampton Roads to finance new tunnel projects.

Sen. Thomas K. Norment Jr., R-James City, the Senate GOP leader, objected to the research grant to the private university, saying the money would be better allocated to research at public universities.

Norment also objected to the Hampton Roads funding provision, but he received limited support from fellow Republicans, who said the state needs to find a better long-term solution to its road woes.

Both amendments passed the committee along with the budget.

Senate passage of the budget Monday would set in place negotiations between House and Senate conferees who would iron out priorities in the House and Senate plans.

Stosch also said the Senate budget reallocates to localities money from the Virginia portion of the national mortgage settlement to target with greater specificity priorities in K-12, pre-kindergarten and efforts to cope with cost of inflation.

Mali soldiers say seize power, close borders

BAMAKO (Reuters) - Renegade Malian soldiers declared on state television on Thursday they had seized power in the West African state in protest at the government's failure to quell a nomad-led rebellion in the north.

Former colonial power France said it was suspending security cooperation with Mali and urged constitutional order to be reestablished promptly, a call echoed by the European Union.

The coup has been fronted by soldiers of the rank of captain or lower and, if successful, will add a new layer of insecurity to a Saharan region battling al Qaeda agents and a flood of weapons trafficked from Libya since the fall of Muammar Gaddafi.

The army has for weeks appealed to the government for better weapons to fight the northern Tuareg rebels, now bolstered by heavily armed ethnic allies who fought on Gaddafi's side last year but have returned to Mali.

Members of the newly formed National Committee for the Return of Democracy and the Restoration of the State (CNRDR) read a statement after heavy weapons fire rang out around the presidential palace in the capital Bamako throughout the night.

"The CNRDR ... has decided to assume its responsibilities by putting an end to the incompetent regime of Amadou Toumani Toure," said Lieutenant Amadou Konare, spokesman for the CNRDR.

"We promise to hand power back to a democratically elected president as soon as the country is reunified and its integrity is no longer threatened," Konare, flanked by about two dozen soldiers, said in a statement marred by sound problems.

A subsequent statement by Captain Amadou Sanogo, described as president of the CNRDR, declared an immediate curfew "until further notice". Little is known about Sanogo except that he is an instructor at a military training college.

The CNRDR declared all land and air borders shut, but it was impossible to verify whether the mutiny had sufficient support to seal off a country twice the size of France and with seven neighbors. Earlier a Reuters reporter said Bamako airport had been shut down by local police rather than renegade soldiers.

While no deaths were reported, an official at the Gabriel Toure hospital in central Bamako said around 20 people had been admitted with bullet wounds, with some in a serious condition.

Government and military sources told Reuters the mutineers entered the presidential palace overnight after it was vacated by Toure and his entourage. A defense ministry source said Toure - a 63-year-old former coup leader due to step down after April polls - was in a safe location but his whereabouts were unknown.

GOLDMINER SHARES PLUMMET

His decade-long rule has been among the most stable in the region. But the gold- and cotton-producer has struggled to contain a northern rebellion in which dozens have been killed and nearly 200,000 civilians have fled their homes.

U.N. Secretary-General Ban Ki-moon called for calm and for grievances to be settled democratically. The African Union said it was "deeply concerned by the reprehensible acts currently being perpetrated by some elements of the Malian army".

Foreign Minister Alain Juppe said in a statement France was suspending some security cooperation with Mali.

"We will maintain our aid to the population, particularly food aid, and we will continue our efforts in the fight against terrorism," Juppe said. Along with the United States, France has sought to bolster efforts by regional governments to combat local al Qaeda agents.

Investor nerves over Mali's gold sector - a key export earner for the country - sent shares in London-listed miner Randgold Resources down 15 percent, despite a company statement that its operations there were not affected.

WIDER FRUSTRATIONS

Sporadic heavy weapons and tracer fire rang out in Bamako through the night and the mutineers, who say they lack the arms and resources to face the separatist insurgency in the Sahara, temporarily forced the state broadcaster off air.

As day broke, a Reuters correspondent saw soldiers shooting in the air on the streets of Bamako where, despite the curfew, there were a number of motorists and motorcyclists.

"The people are with the (mutinous) soldiers," said one Bamako resident, Adama Tiarra. "We want a government that can sort things out," he added. Others, however, said they were firmly against the attempt to unseat Toure's government.

In a sign of the breadth of the army mutiny, two military sources in the northern town of Gao confirmed the arrests of several senior officers in the town, a regional operations centre for the military.

A military source said a trigger for the mutiny was a visit on Wednesday by the defense minister to a barracks in the town of Kati about 20 km (13 miles) north of Bamako.

"The minister went to speak to troops but the talks went badly and people were complaining about the handling of the crisis in the north," the source said.

A defense ministry official who was at the meeting said a soldier accused the minister of not giving them means to fight the rebels. Soldiers then began throwing rocks at the minister before taking weapons from the armory and shooting in the air.

Tuareg fighters seeking to carve out a desert homeland in Mali's north have made advances in recent weeks, including the seizure this month of the key garrison town of Tessalit by the Algerian border.

FDA panel backs Glaxo drug for rare cancer

WASHINGTON (AP) ? A panel of cancer experts rejected an experimental Merck drug for a rare form of cancer on Tuesday while recommending approval of a GlaxoSmithKline treatment for the same disease. Neither drug appears to help patients live longer, but panelists said Glaxo's Votrient helped delay tumor growth in the most vulnerable patients.

The FDA panel reviewed the two drugs submitted to treat sarcoma, a rare class of tumors that form in the fat, muscles and bone in the limbs and abdomen. An estimated 11,000 people in the U.S. were diagnosed with the soft tissue cancer in 2011 and 3,900 died from the disease, according to the National Cancer Institute.

Many cancer drugs approved by the FDA do not actually extend survival, but instead slow the growth of tumors or their spread to other parts of the body. In recent years, cancer experts have debated the significance of such results, particularly given the potentially dangerous side effects.

The panel voted 11-2 that the benefits of Glaxo's pill Votrient outweighed its risks, noting there are few other treatment options for patients.

"There are no drugs approved by the FDA specifically for this indication and that's what drove my decision to vote yes," said Dr. Mikkael Sekeres of the Cleveland Clinic.

GlaxoSmithKline plc, based in the U.K., studied Votrient in sarcoma patients whose cancer has spread to other parts of the body after unsuccessful treatment with chemotherapy drugs, the standard treatment for the disease. Such patients usually survive only a year to 18 months.

While patients taking Votrient didn't live longer than those taking chemotherapy alone, they did see a three-month delay in growth of their tumors, on average. Some patients experienced an even longer delay, which panelists said supported the drug's benefit.

"I feel the effect is marginal but there does appear to be a group of patients who have benefited from this for longer periods of time," said panel chair Dr. Wyndham Wilson of the National Cancer Institute.

The panel saw less potential for Merck's ridaforolimus, which the company acquired through Ariad Pharmaceuticals Inc. The group voted 13-1 against the drug, saying its significant side effects ? which affected 60 percent of patients ? outweighed its benefits.

Merck & Co. Inc. of Whitehouse Station, N.J., submitted the drug as a maintenance therapy, meaning it would be used to help repress sarcoma of the bone and tissue in patients whose cancer is already in remission. Since such patients are healthier than patients with active disease, panelists said they wanted to see a more dramatic benefit to justify putting patients on a drug with major side effects. The FDA has only approved a handful of cancer drugs for maintenance use.

Company trials showed no survival benefit and a meager seven-week delay in disease progression compared with patients not taking the drug. Panelists were also troubled by the high rate of side effects in patients, which led 14 percent to drop out of the study. Side effects included lung irritation, kidney failure and high blood pressure

"I didn't see anything that would indicate it should be recommended based on the information we have today," said Lee Helman of the National Cancer Institute.

The FDA is scheduled to make a decision on Glaxo's drug by May 6 and Merck's drug by June 5.

Report Shows Progress, Decline in Personal Finance Education

After twelve years of surveying the state of economics and personal financial education around the country, The Council for Economic Education finds cause for both hope and concern. The 2011 edition of the Survey of the States: Economic and Personal Finance Education in Our Nation?s Schools shows that while there has been an improvement since the survey was first published in 1998, in the past two years, some districts have begun to give back the gains they have made in the teaching of these subjects since the survey began.

?While many states have addressed this gap in education curriculum, there is still a large segment of the American K-12 student population that is not being exposed to economic and financial education,?said CEE President & CEO Nan J. Morrison

The 2008 recession and the events that precipitated it brought home the importance of a financially literate population and improved understanding of economics. And while the report findings show that 22 states now require a course in economics as part of the high school graduation requirements, a gain of one since 2009, three fewer states now test the student knowledge of the subject before they leave school.

The picture is even grimmer for the subject of personal finance. Few states include courses on money management in their high school curriculum, much less require students to take the subject in order to obtain a diploma. Overall, only 13 states that comprise about 25% of the U.S. population have personal finance high school requirements, which leaves nearly three-quarters of Americans without any personal finance courses by the time they leave high school and enroll in college.

The report was written by the CEE in partnership with the Calvin K. Kazanjian Economic Foundation which is named after its founder Mr. Kazanjian, who, as a long-timer businessman and manager believed that the country would derive great economic benefit from citizens who understood economic concepts and principles. He proposed the Economic Foundation in 1947 as a means of advancing these beliefs.
