On Friday, April 27th, the Azerbaijan Ministry of Education, Hilfswerk Austria International, and Reliable Future Youth Organization held an opening ceremony for a Small Group Home and the Khazar Family Training and Counseling Center as part of the project: Developing a model for cooperation between Non-State Actors and Local Authorities in introducing foster care and family support services.
The Small Group Home is located in the Shuvalan settlement of the Khazar district and will house ten girls who have been abandoned by their families. The small group home is the first of its kind in Azerbaijan and will provide a more family-like environment compared to boarding schools or orphanages. The girls will benefit from greater individual attention from social workers and will have the ability to attend regular schools and better integrate into society.
The Khazar Family Training and Counseling Center is located in Mardakan and will provide psychological services and preventive training on topics such as positive parenting and child development to families and children at risk. It will also serve as a valuable resource and assistance center for the network of foster families also being developed under the project.
The Minister of Education Mr. Misir Merdanov, Khazar Rayon Executive Power Head Mr. Gulagha Ismayilov, European Union Ambassador to Azerbaijan Mr. Roland Kobia, Austrian Ambassador to Azerbaijan Mrs. Mag Silvia Mayer-Kaybich, and Hilfswerk Austria International general manager Mrs. Heidi Burkhart each spoke at the event.
The Introducing Foster Care and Family Support Services project is based on internationally recognized best practices and the UN Convention on the Rights of the Child, which promote the family as the natural environment for the growth and development of children. Its success will provide an important model for further development of family-based alternative services for Azerbaijan?s vulnerable children.
The project is funded by the European Union, Austrian Development Agency, and the Ministry of Education and represents international and Azerbaijani cooperation to create childcare alternatives under Azerbaijan?s Program on De-institutionalization and Alternative Care (2006-2015).
In addition to the Khazar Family Center and Small Group Home, the Introducing foster care and family support services project is developing a foster care network that will include 50 families by the end of 2012. Small group homes, foster care, and family resource centers are three alternative childcare initiatives that are being piloted for the first time in Azerbaijan. These initiatives should form the basis of Azerbaijan?s future childcare strategy in order to increase equity and provide greater opportunities for disadvantaged children to reach their full potential.
The event began at 3pm with the opening of the Small Group Home at 43 Almas Ildirim Street, Shuvalan, Khazar rayon. After welcoming speeches and a tour of the home, the speakers moved down the street to open the Khazar Family Training and Counseling Center located at 29 Rafael Cafarov Street, Merdekan, Khazar rayon.
