(AP) ? After a sharp jump during the worst of the recession, new figures show the number of students defaulting on federal loans seems to be stabilizing. Students at for-profit colleges continue to have the highest default rates but the sector saw some improvement compared to last year.

The latest cohort default rates, released Friday by the Department of Education, show 13.4 percent of student borrowers whose first payments came due in fiscal 2009 had fallen behind by last September, or within three years of entering repayment. That was down slightly from a 13.8 percent trial rate calculated last year for the cohort that entered repayment in 2008.

Still, default figures are ?really the tip of the iceberg when it comes to looking at borrower distress,? said Debbie Cochrane, research director at The Institute for College Access and Success in California. ?For every borrower that defaults on their loans there are many more in distress struggling to make repayments.?

The department has traditionally measured default rates by the number of borrowers falling behind within two years of entering repayment, but is shifting to a three-year measurement to better capture the number of students who eventually can?t make payments.

The latest two-year default rate rose slightly, from 8.8 to 9.1 percent, which followed a sharp jump from 7.0 percent a year ago. Those latest two-year figures translate to 375,000 of the 4.1 million students who borrowed in fiscal 2010 falling quickly into repayment problems.

The overall numbers may have been helped by new regulations and efforts to improve default rates at a number of larger for-profit chains, though students at for-profit schools remain far more likely to fall into default than their counterparts elsewhere. The latest figures show 22.7 percent of students at for-profits default within three years, though that?s down from 25 percent a year ago.

The comparable three-year default figures are 11 percent at public institutions and 7.5 percent at private non-profits.

Critics contend default rates are higher at for-profit colleges because they provide poor value for money, have poor graduation rates, and have too few incentives to ensure their students succeed in the job market. Cochrane also believes for-profits are finding ways to game their default figures.

?We have to be skeptical that this reflects improvements in student outcomes,? she said.

For-profit colleges say they?re working to improve and argue higher default rates are to be expected because they serve lower-income students. The Career College Association, which represents for-profit colleges, did not immediately return a phone message seeking comment.

The Department of Education is pushing borrowers to take advantage of income-based repayment programs, which can cap monthly payments at 15 percent of discretionary income, but which remain unknown to many borrowers.

?We continue to be concerned about default rates and want to ensure that all borrowers have the tools to manage their debt,? said Secretary of Education Arne Duncan. ?In addition to helping borrowers, we will also hold schools accountable for ensuring their students are not saddled with unmanageable student loan debt.?

By some measurements, total student debt held by Americans has surpassed $1 trillion. Most of that comes in the form of federal loans, which have stronger borrower protections, but the figure also includes private loans. A Pew Research Center analysis released this week found a record number of U.S. households ? nearly 1 in 5 ? had some student debt, with the biggest burdens falling on the young and poor.

The federal default rate hit more than 20 percent in the early 1990s before a series of reforms in government lending drove it down to 4.6 percent in 2005. But defaults shot up rapidly following the financial crisis, rising four straight years.

Two small schools ? one in Puerto Rico and one in Virginia ? have been sanctioned for having two-year default rates of 25 percent or more for three straight years. In coming years, sanctions will be based on the three-year default rates, but not until three years of data are available. This year, there were 218 schools with three-year default rates over 30 percent, and 37 with rates exceeding 40 percent. Any school with a rate of 30 percent or higher must submit a plan to improve its numbers to the department.

As a follow up to our previous post about the overhauling of California?s workers? compensation insurance system, the California WCIRB (Workers? Compensation Insurance Rating Bureau) voted to?reflect a 0% increase to their January 1, 2013 rate filing.?The Bureau?s actuarial staff had originally recommended 12.6% increase, but then reduced it to a 9.2% increase to reflect the impact of SB 863.

Pressure by?State Compensation Insurance Fund (SCIF) President Tom Rowe not to increase rates at all resulted in a close 6-5 vote in favor against publishing any increases.?Rowe reasoned that filing for 0% would put the right kind of pressure on the workers? compensation system to ensure that the upcoming regulations experience all the savings that were intended by the creators of the legislation.

Steve Meyers, principal at Ace American Insurance Company, cast the tie-breaking vote. After the meeting, he expressed his sentiments on why he voted for a 0% increase.??The regulations aren?t written yet, but the spirit it to tighten things up and make it better for employers in California,? he says.

NAR Research has produced a total of 3,147 Relocation Reports for U.S. counties. The Relocation Report for each county presents information for that county on county?to?county migration flows within the United States, the average incomes of households moving between the specific county and other counties, demographic summaries of homeownership rates, and types of home mortgages (e.g., Conventional, FHA, VA, and FSA/RHS). The most recently available data are for 2010.

Dayton is the County Seat of Montgomery County. The area is known for manufacturing, which has been in decline, and research and development in aeronautical engineering, related to nearby Wright-Patterson Air Force Base. The Dayton area is noted for defense, aerospace, and healthcare.

Total in-migration to the county was 10,071 households, of which 3,584 households came from out of state?for example,

Cook County, IL (97 households)
Marion County, IN (58 households)
Bexar, TX (39 households)

In-migration from in-state counties included Greene County (2,129 households) and Miami County (645 households). Total out-migration was 10,567 households, of which 4,450 moved to a different state? for example,

Catalysis: Optimizing water splitting

ScienceDaily (Sep. 28, 2012) ? Computer simulations of a metal-sulfide alloy unlock the secrets to designing solar-powered catalysts that generate hydrogen fuel from water.

Partnerships can pay off when it comes to converting solar into chemical energy. By modeling a cadmium sulfide (CdS)-zinc sulfide (ZnS) alloy with special computational techniques, a Singapore-based research team has identified the key photocatalytic properties that enable this chemical duo to 'split' water molecules into a fuel, hydrogen gas (H2). The theoretical study was published by Jianwei Zheng from the A*STAR Institute of High Performance Computing and his co-workers.

Chemists had already identified CdS and ZnS semiconductors as promising photocatalysts for water splitting. However, both came with a drawback related to the size of their so-called 'band gap' -- the energy difference between occupied and unoccupied electronic states that determine photo-activity. While CdS can readily harvest solar energy because of its small band gap, it needs a metal co-catalyst to produce H2. On the other hand, ZnS requires high-energy ultraviolet light to initiate water splitting owing to its large band gap.

Recently chemists had overcome these problems by alloying CdS and ZnS together into a 'solid solution': a physical state where Zn ions are distributed homogenously inside the crystal lattice of CdS. Altering the proportion of ZnS in these alloys enables production of photocatalysts with tunable responses to visible light and high H2 evolution rates in water. Improving the design of a Cd-ZnS solid solution is difficult, because its underlying mechanism is poorly understood.

As a workaround, Zheng and his co-workers used a technique known as 'special quasi-random structures' (SQS) to mimic a completely random alloy with a series of small, periodic models. After carefully working to correlate experimental random hexagonal crystals with their SQS approximations, they calculated the electronic properties of the Cd-ZnS solid solution using hybrid density functional theory -- a computational method that gives accurate descriptions of band gaps.

When the researchers gradually increased the Zn content of their model alloy, they saw that the band gap deviated from a linear combination of the two components. This effect, known as band 'bowing', arises from volume deformations within the Cd-ZnS solid solution and is an essential parameter for predicting catalytic solar H2 production.

Further calculations revealed that the alloy's high catalytic activity stemmed from obvious elevation of the position of unoccupied electronic states, and a subtle change in the position of occupied electronic states, as the amount of Zn increased. But to retain strong light harvesting capabilities and to avoid premature corrosion, the team proposes an equal ratio of ZnS to CdS for optimal photocatalytic water splitting.

Tibet crisis might have driven hikers to Nepal peak hit by avalanche

KATMANDU, Nepal - The climbers killed in a weekend avalanche in the Himalayas were part of a crush of mountaineers who came to the slope because of heightened tensions between Chinese authorities and Tibetans.

China rejected climbing permits for mountaineers hoping to scale peaks in the Tibetan Himalayas, forcing many to crowd onto mountains in Nepal, according to alpine companies.

As a result, about 30 teams were registered to climb Mount Manaslu, a 50 per cent increase over last year, said Ang Tshering, who runs the popular Asian Trekking agency in Nepal.

About two dozen climbers were sleeping at a camp high on the mountain early Sunday when the avalanche swept over them. Rescuers have so far brought down the bodies of eight victims ? four French, one each from Germany, Italy and Spain, and a Nepali guide.

Tibet is a sensitive area for China, which sometimes limits access for foreign tourists. It has also in the past restricted the number of permits issued to climbers, and even stopped issuing them in 2008 while Chinese climbers took the Olympic torch to the top of Mount Everest before the Beijing Games.

Relations between Tibet and the Chinese government have been volatile this year, as many Tibetans set themselves on fire to bring attention to what they say is their suffering under China's repressive policies. China claims Tibet has always been Chinese territory, but most Tibetans say the Himalayan region was independent for much of its history.

Chinese officials did not accept applications for climbing permits this year, without giving any reason, said Tshering of Asian Trekking, who is also the representative for the China Tibet Mountaineering Association.

As a result, climbers who were planning to climb Cho Oyu or Shisapangma in the Tibetan region changed their destination to Manaslu, a popular choice because it was not as difficult a climb as other high mountains, Tshering said. It also has a relatively cheap $5,000 permit, compared to $35,000 for Everest during the autumn season.

Other mountains also saw an increase in traffic, Tshering said,

Bikram Newpane of the Kathmandu-based Himalayan Rescue Association, which helps mountaineers in distress, said China's ban on permits for climbing the northern face of the Himalayas in Tibet could have added to the dangers.

"It is never 100 per cent safe up on the mountains and the risks are always there. But there were more people on the mountains this year," Newpane said.

Overcrowding has been a concern because of limited space on trails and short windows of safety for summiting mountains.

Four people were killed on Mount Everest during the May climbing season when a traffic jam pushed dozens of climbers on the same narrow path to the summit, forcing many to stay too long at high altitudes and exhaust their oxygen supplies.

It is not clear if the extra people on Manaslu contributed to the tragedy. What does appear clear is that many would not have been on that mountain had their Tibetan climbing permits been accepted.

However, a crush of climbers could have benefits too, providing extra hands for rescue operations. Newpane praised the swift rescue on Manaslu, carried out by the trekking agencies that organized the expeditions.

Climbers also blame climate change for some of the recent tragedies on the Himalayan peaks, which have been hit by warmer weather that melts more snow and makes the surface unstable.

"The uncertainty of the weather condition has increased in the past few years on the mountains. The melting glaciers on the mountains make the grounds unstable," said Zimba Zangbu of the Nepal Mountaineering Association.

Zangbu said it continued to rain for two weeks in Nepal during the monsoon season that just ended.

"When it rains in the rest of the country, it snows on the mountains. Manaslu was also blanketed with soft snow," he said, adding that this type of snowfall does not get packed on the mountain surface and can lead to avalanches.

The spring season is more popular for climbers because the weather conditions are better on higher peaks before the monsoon brings rain and snow. High winds in the area known as the death zone over 8,000 metres (26,400 feet) also make climbing difficult during autumn.

The writer who precipitated that transformation was Rachel Carson, author of "Silent Spring," a book that indicted the overuse of pesticides in the 1940s and 1950s. William Souder?s On a Farther Shore: The Life and Legacy of Rachel Carson, published on the 50th anniversary of "Silent Spring," is both a biography of the woman behind this seminal work and a history of humanity's relationship with nature in the mid-20th century.

In the late 19th and early 20th centuries, prevailing wisdom held that humanity should conserve nature by creating natural reserves and protecting endangered species. But by the mid-20th century, the game had changed. New discoveries allowed scientists to manipulate nature with disconcerting results. A barrage of nuclear tests in the South Pacific, the American Southwest, and the Soviet Union caused radioactive ash to fall like snow in parts of the United States. Intensive pesticide spraying resulted in food contamination and deaths of workers brought into prolonged contact with pesticides. Souder brings these environmental disasters to light with harrowing details, such as his description of a Japanese fishing ship whose crew developed horrifying symptoms after sailing too close to a hydrogen bomb test.

By exposing the dangers of tampering with nature, Carson precipitated the invention of environmentalism, a movement that acknowledged that protecting the natural world also means protecting humanity from its own excesses. Carson?s book also created a paradigm for the environmental debates we know today. When 'Silent Spring" came out, Carson?s supporters compared the book to "Uncle Tom?s Cabin," her detractors called her a fraud and a communist, and government officials wrung their hands as they tried to decide what to do about pesticides. As Souder points out, these conversations surrounding pesticides in the 1960s were not so different from the conversations about global warming in the 2000s.

Souder describes the uproar surrounding Carson's book at the start and conclusion of "On a Farther Shore," but the middle of the book is devoted to a comprehensive biography of Carson, from the development of her interest in biology as an undergrad at Pennsylvania College for Women, to her government job at the Bureau of Fisheries, to her first forays into science writing, to her blossoming love for the Atlantic coast. Souder eloquently captures Carson's enduring passion for the ocean, from the peninsulas of Southport Island in Maine, where she bought a summer home and fell in love with her neighbor Dorothy, to the Florida coast, where she took a helmet-diving trip to research her book "The Sea Around Us," one of the three bestselling ocean science books she wrote before "Silent Spring."
